Throttle Trouble

I recently replaced my impeller in my 1988 Force 125. Since that time I have had no overheat issues but now I can go in forward and reverse gear but cannot throttle up past 3500 RPM. I have checked the plugs and they look good. I noticed that it seems there is a problem with the shift linkage that will not allow me to throttle up fully. The engine manual has been of no use on this. How can I adjust the linkage to allow me to throttle up fully?

are the butterflies on the carbs opening fully when the shift lever/throttle is at it's full throttle stop? if not how far open?

The carbs seem fine, but unfortunately I cannot fully throttle down. I do not want to force it. All the trouble started when I took down the lower unit and replaced the impeller. I marked the location of the shift rod before I lowered the unit. But when I put it back together the shift rod did not come up as high as when I lowered it. I had to work the throttle to put the linkage back together. I'm thinking that is where my trouble is. But even if I drop the lower unit again I do not know how to adjust the shift rod properly.
