There may be 2 reasons for this. First, most water utilities add calcium compounds, both to flocculate during the purification process and to coat their pipes on the inside to prevent rust. The water softener replaces the calcium with sodium from the brine tank. Second, the sodium is more soluble than the calcium, but is also more corrosive when ionized with the chlorine.

Are you talking about on the outside of the tank?
If so,it more than likely is do to condensation/humidity in the room of the tank.
I have had a water softener(well water)for 10 years, and still have the same water heater.

salt increases rust, when I bought the house I am in now there WAS a water softener installed. main tank had just been replaced, and I replaced the other about 4 years ago. also relace all galvanized fittings as they were rusted inside to the point of water just barly flowing through them. good luck, just my thoughts.
Richard
