'90 9.9/15 evinrude, RPM's

my motor will start right up, idle fine, put it in gear and the idle is at about 700 RPMs . give it full throttle and the best she will get is 4000 RPMs when it should be about 6500-7000. any ideas? carb has been rebuilt, fuel filter too.

Your motor should run about 5500 RPM's. If it is truly running good, then I would look at either the Tach, being on the wrong pulse setting (dial on the back) or the prop is the wrong pitch. You should have the Tach set on "6" pulse....

Thanks for your reply.

My manual says it should run 5500 to 7000 RPMs (it use to run that at WOT), The OMC tach i bought says I should have it set on 6 if i have two yellow stator wires (one yellow and one yellow/gray) but i have 3 yellow stator wires and instructions say i should have it set on 5 which is where i set it (also old one was at 5). The problem is the boat is not getting up on plain like it use to (at about 5000RPMs). same prop and all. The boat is considerably slower (4000RPMs).
