There is trim and there is tilt. The tilt raises the lower unit or lowers it when taking the boat in or out of the water. The trim raises the whole engine up or down to trim the boat.
I now many times on these units when hitting the TILT you will hear the solenoids click and then the tilt engages. This seems to be a common problem with these drives. That is hearing the clicking of the solenoids but nothing else happens. This has happened to me a few times. On mine the little gear on back would jam. If someone was at the back of the boat and gave it a little nudge it would engage. I packed my gear box with marine grease and also greased the gear. This took care of the problem for me. Also, there are grease fittings for the pivot arm. Take off the rubber bumpers with the drive down (might be hard to do it the drive is up) and you will see them. Also, I would take the cover off the clutch box and inspect. Something may have broke and is binding the assembly. The clutch box is prone to getting water in it. There is a lot of weight on that little gear (poor design). I would have someone tug on it as you hit the tilt btton. See if it will engage. If it does, then the assembly is probably fine and its just binding. Grease everything and see if that takes care of the problem. Also, it may be the motor is bad. You can remove it and test it. I would bet on it working fine and just getting stuck. Greasing it wil help.
