Alpha 1 shift shaft seal

Can the shift shaft seal be accessed by removing the lower unit?

Since there are shift shaft seals in both the drive and the pivot housing, and it's impossible to deterimine which one you are talking about with your minimum information.

Section 4A covers the pivot housing part.

Sorry for the minimal Info. After futher investigating, it appears to be leaking from the upper seal, I can see a brass bushing where the upper shift shaft goes into the upper houseing and it appears to leaking there. I have not had a mercrusier apart before, but have done work on a OMC. I assume I will have to drop the whole unit to get to this seal. If i am wrong please give me any tips or other info I may need. Thanks for your input.

Yes you have to remove the drive.
If you look at that manual link I posted above, it gives you detailed information (with pictures) on how to replace the bushing and seal assembly.
See section 4B starting on page 18.
