1997 2 stroke Mercury outboard stalls on starting

Engine fires but stalls out like it is starved for gas. Cleaned fuel filter, changed plugs. Is this a carb or fuel pump issue. Best way to diagnose? No gas seeping out when you squeese fuel primer bulb.

Are you sure the primer bulb arrow is facing towards the engine and not reversed? You might have a bad check valve in your primer bulb. Not quite sure what you mean when you say "gas not seeping out when primer bulb is squeezed."

The arrow on primer bulb is pointing correctly. One of the repair books I got from the library said to check to see if gas is coming out around the carb when you squeeze the bulb-- it isn't. Engine will fire up, run for a few seconds then die out like it isn't getting any gas.

when you squeeze the bulb does that keep it from stalling? If so, you need to rebuild your fuel pump.
