What kind of pressure tank? Are you talking about the old double line fuel tank?

There is a priming pump on the tank...pump it about 4 or 5 times to get the fuel flowing to the carb. Start the engine.
I'm sure you already know the fuel/oil mixture, etc. If you want to open the cap on the tank after you've run the motor, be sure to open it slowly to allow the pressure to escape without spraying fuel all over.
