Charging problem

I have a 93 johnson 225. Recently I replaced the stator, reg/rec., power pack, trigger base and magnets. I had to put a wire from the batt. to the purple wire on the rec.reg. because the tach and charging would come off and on. yesterday I went out on the boat and I was noticing that I was getting a little shocking sensation from the steering wheel and from the shifter. I am only getting a charging at 12.7-12.9. I also have a new batt. Im gussing I am bleeding off some electricity some where. I disconnected the main plug at the engine and power to the center console. Im still charging the same. I have already sent the reg/rec to CDI for inspection and they said it was working fine. I dont know where and what to look for.

Check all your wiring coming from under the flywheel and make sure none are shorting out anywhere. I don't understand the need for the wire you installed. I'm not sure but I believe that power should come from the ignition switch.
