1982 90 HP Evinrude need help on "missing out problem"

# 4 Cylinder solid miss. "New from iboats": Coils / Power Paks / Thermostats / Rectifier. Carbs have been rebuilt.
Has spark runs with miss. # 4 head not hot after running on muffs like other cylinders. Gas / Oil out prop exhaust. Some oil forward in carbs (backfire?). Smell of unburned gas prevelant. Gas usage high. # 4 plug wet and porcelain unburned. #1 plug is the only plug which looks normal to me after running? Is under the Flwheel next??
What should I look for?? Thanks!!!!

Have you done a compression test? A cylinder(s) with low/no compression cannot produce power.

Silvertip. I should have noted that the compression checked 115#'s on all four cylinders.
