84 mercury 35 hp question

i just bought an old tracker and there is a little rubber hose coming up the front of the motor shaft out of the lower unit. it is plugged off and doesn't seem to have any effect on anything. any ideas what this is?

It is connected to an inlet hole (called a pitot) in the lower unit, provides water pressure for a speedometer.
