What is the best, and easiest way to scrape off old bottom paint, and what are the differences in the different paints themselves?

unless you have a great buildup of old paint there is no need to remove it, sand it with a foam back pad feather the edges of any peeling paint, as far as paint just use any good antifouling fiberglass bottom paint, I personaly have had good results with interlux (salt water)

Use an ablative paint. They cost a bit more than regular bottom paint, but are multi season, and since they "wear off" as you use the boat, there is no buildup. I have cut my paint consumption from t qts/year to 1 qt/year with that stuff.
