Fuel/ Water pump problem

I have a 79 johnson outboard that has been rebuilt and has had several other repairs done. After a cleaning of the carbs the engine has ran great but recently I have came to a problem. While starting the engine in the driveway with the "clamshells" hooked to the hose over the water intake, it starts and runs great for 15-20 seconds and all of the sudden the motor boggs and dies. When the motor begins to bog water begins to pour out of the 2 exhaust relief ports. I am unclear if something is going with water pump or the motor may be getting to much water as the hose is forcing to much water into the engine. The pump was replaced 2 years ago seems to be fine. Other times while running the engine in the driveway using the hose and clam shells for cooling it hasnt had this problem. Also when the motor begins to bog it really loads up Any help at all is greatly, greatly appreciated!

Take a look at your spark plugs and tell us what you find. Describe them by the cylinder #, please.

When it dies and wont start the plugs are fouled and very wet on every cylinder.

I wanted to check to see if water was getting into the cylinders, but that is probably not what is happening.

It seems as though the water is just cooling water from the exhaust cooling sytem and is reaching a higher than normal level because of the hose and muffs.

Make sure that the choke(s)? are disengaging when the engine starts.
