165 hp 3.7l won't start

Hi all,
I need help I just bought an 87 sea ray saville with a 165hp mecruiser. I've replaced the starter, the slave solinoid, and the ignition switch. When I turn the key the volt meter drops from 14v to 12.5v but not so much as a click from the soliniod. If I jump from the battery to the starter terminal the engine cranks over. I confused:'(

check nutral safty switch
stop switch
make sure u are not in gear

I know it's not in gear and the nutral safety switch appears to be in the correct position. Is the stop switch the circuit breaker? I think it might have popped I push on it hard but I'm not sure it's resetting.

Just because a neutral safety switch is in the right position, doens't mean it works.
Not really sure what Justintime was refering to when he said "Stop Switch" but assuming he was refering to the safety kill switch with the lanyard, it only stop the ignition not the starter.

Should the propeller turn freely in both dirrections when in nutral?
