1989 Johnson 28 hp WOT problems

I recently purchased a 1990 Lund rebel pike special. It has a 28 hp Johnson motor. The motor seams to start well when using chock. However once the motor starts it idles fine for while (about 2 min), then it coughs and dies. When I restart the motor I get the same results (I have not run the RPMs up at all it is at the factory idle.) That is my first problem. The engine is not up to temp yet, I can touch it, it is warm but not very hot. Once it gets warmed up, when I can’t tough it any more it will idle fine. I can rev it up a little and it will stay running, probably just a cold engine. Water temp was only about 38-39 deg Fahrenheit.

Now that the engine is idling fine, I accelerate to WOT and it takes off with plenty of power. If I throttle back to about half or less throttle to slow down the engine runs way down and dies (like it ran out of gas). Then it is very hard to restart. I have not used the choke once the engine is warm. Now when I get the engine to start it has absolutely no power it will not rev very high maybe 1/3 of full rpm Event if I go wide open. If I shut the motor off and wait about a minute and start it the motor starts right up and run fine until I pull back the throttle.

I have rebuilt the fuel pump and cleaned the crabs thoroughly. New plugs with correct gap. New fuel 92 octane no ethanol. The motor would not rev up at all with the old fuel pump. I have not push the choke when having these problems, I was told by the local deal to try that how ever I have tried the pump the primer ball with not change in the motor when it is running poorly, I have also take the fuel cap off to make sure that I was not creating a vacuum in the tank.

First of all use 87 octane gas.It will run on 92 but is a waste of money and motor will perfom better on 87.
92 is not your problem.
Just as a reference point check the compression.
Should be about 100 psi and within 10% cylinder to cylinder.
Does the motor start cold in a couple of pulls?
Check the plugs should be a clean tan to black.
gapped at .040.
Warm the engine up and with it idling in gear adjust the idle mixture screw to the smoothest operation then turn just slightly toward rich.(not enough to change the idle)
When it acts up try a little choke.
Also check the spark when it acts up.
Head should be too hot to hold your hand on but not so hot it burns you.
If you didn't inspect the fuel system when you did the carb and pump there may still be gunk causing problems.Check the plug wires be sure they aren't worn anywhere causing a short as you work the throttle.

I live in Minnesota, all the lower octane gas has ethanol in it will that be a problem?

The plugs are brown as said they should be. and are gaped at .040. The motor has electirc start and it must be cranked a full 5 count to start when cold. I inspected the sparkplug wires they are a little cracked, I will get new ones tomarrow. I will also check the compression tomarrow. i forgot to mention that the motor sat in storage for 10 years before I bought it. i work with the guy ibouth it from an sure of this fact, it was last licensed in 1997. They also bought it new in 1990.

If in storage that long, clean, and install carb kits', also replace the water pump.

I have never had an ethanol problem with an outboard. In fact, Minnesota has used ethanol in the fuel since 1997.

With it having set for a long time I would be very suspicious of a fuel system problem.This motor has an intermeadiate jet as well as the high and low speed jets.
In the carb rebuild all jets and passages need to be checked not just assumed to be claen because of a careful soaking.
As I said before if the systewm was still gunked up it could foul up things all over again.

Carb bowl gasket had a very small crack, or tear in it. I guess the ydry out and then crck along a seal line. I took the carb to a dealer to be cooked out and that is what they told me was wrong, and it must have been because it works fine now. A little air was getting in and running lean.
