This grammatical screw-up is appearing more and more in the media. It is annoying.
A clear statement would be:
"A to D", which includes A,B,C and D.
or
"Between A and D", which includes only B and C.
"Between A to D" means nothing useful.
Why don't the media get editors/commentators/anchors, etc. that speak English?
