Welcom rh!

What engine are we talking about?

Look for air leaks. Sounds like you got one somewhere. Check the fuel lines at the connection points and replace any that may have become hard over the years.

Once the engine is running, the primer bulb will feel soft.

How long has it been since the carbs have had rebuild kits installed?
Could be leaky float needles.

Maybe 72SideWinderSS is correct. It sure sounds like you have a fuel leak on the engine end.

Have you tried watching the carburetors, fuel pump, etc while you keep a little steady pressure on the bulb?

BTW, don't be shy about tossing those primer bulbs. My experience is about 50% of the ones I've bought work the way that I think they should right out of the box. The aftermarket ones are the worst in my experience.

true true, the tempo bulbs are not nearly as good as the original omc ,and they WILL wear out .so next time get the omc, cheaper in long run
