Outdrive pressure test question please

I recieved my pressure-vacuum tester today and followed the instructions to pressurize to 12-14 psi.
The instructions stated to test for 3 minutes.
It lost about 1 psi in 5 minutes.So i performed the vacuum test. Vacuum to 12 hg and waited another 5 minutes.It lost about 1/2 hg in the test time.
Are these numbers acceptable?
During the test i did turn the drive shaft 90 degrees every minute or so.

We pressure ck all units at 15# for 4 hrs if you are getting leak down in 5 minutes you have a leak

Thankyou Laddies,
I went back out and pressurized to 15 psi.
I took a spray bottle with dish soap and water and started spraying around the drive.
Presto! huge leak at the dipstick.
Got new O-rings on order..I couldn't find any other bubbles...I hope that was the only leak.
I'll replace that O-ring and test again..
