I personally wouldn't even let a pro do a transom job from the outside. No matter how skillfully done, it will never be as strong as original, or as strong as a transom job done from the inside.
You could always pull the entire upper deck/liner, but it would be awkward, but not impossible on a 20 foot boat. You would need to strip everything off to make it as light as possible, and get a bunch of buddies to help lift it out. I lifted mine out with my neighbor and his wife, on a 17 foot boat. You have not sadi what style hull you have though. If it is a cuddy or walkaround, that would be horrible to try to seperate. If it is a runabout or bowrider, it is easier to seperate. You would get the best outcome by seperating the upper from the hull, but it is a lot of work.
Your next best bet is to cut the back section of the upper and remove it and replace the transom. As has been said, you are probably looking at a stringer job and floor job as well, so you may have to revisit the pulling of the entire upper. Good luck...
