Did you use any fuel stabalizer when you stored it? Fuel tends to gum up in your carb, might want to clean carb out. If the screw your talking about is in the right rear, look up there and you will see a hole it is overflow which is normal so I was told, mine does the same thing.

What you are seeing is probably unburned oil gas mix. It becomes a white frothy mix that drains down the motor leg and out the lower unit. Take a whiff of it. It probably smells like gas. What type of spark plugs do you have and what do the tips look like. Could be a weak spark or even a rich fuel situation. Take your spark plugs out and explain what the tips look like. Are they gray and dry, Black and oily, one clean one dirty. That kind of info. Post a pic of them if you can.

Smell the oil! !f it smells like sulfur, it is lower unit lube. Once you smell rear end oil or lower unit lube you will never forget it.--Very distinctive.

If it smells like lower unit lube, the seal below the water pump has failed letting water into the lower unit and forcing out oil, As I remember, It's not too expensive or difficult to replace.

If it does not smell like lower unit lube, it is probably unburned engine oil that has accumulated in the leg. Nothing to worry about.
