My 1979 70hp Johnson Sea Horse charges at 12 to 14 at idle or very low speeds. At full speed it is charging at 17.
Another on-line mechanic said, that there is no voltage regulator on this motor. It has a diode that does nothing with the electricity. They said I probably just need to replace the battery. The battery still takes and holds a charge, it cranks the motor just fine.
