Dan, First of all the original foam carb floats were replaced with white hard plastic floats, since the originals would decompose. Next, If the floats are adjusted correctly, and the springs on top of the floats are good, it may be the inle needle. Are your inlet needles leaking? Those motors originally came with a stainless steel fuel inlet needle and a brass inlet needle seat, with a rubber insert. Those were retrofitted with a stainless inlet needle with a neopreme tip and a solid brass inlet needle seat. Make sure yours are not mixed up.
