no fuel from one carb?

Ok as some of you know all i have a boat with a 1979 80hp merc. i have been working on now for some time and i get plenty of fuel from the bottom carb and none from the top. my boat sat for 5 yrs. i have rebuilt the carbs now this problem with them. i have tryed to open the drain plug or main jet inlet. and fule will pour out of there. how can i adjust the float or what else could the problem be? this is the next big problem i am trying to tackle

Have you replaced the float? Just an idea if you haven't.

When you cleaned the carbs did you soak them and then blow out with air?

The carb should have had the float set when you rebuilt the carb. Did you? ? ? There is more to rebuilding a carb than replacing a few parts. Float level, float drop, just to name a couple.

Please describe in detail what all you did in your carb rebuild.
It should include
1 Dissassembly
2 inspection
3 Parts cleaning (How did you do yours)
4 reassembly and adjustment
5 Installation of carbs back on engine with new gaskets
6 Sync & Link to make sure linkage is adjusted properly
7 Run and carb adjust (out of the water)
8 Run and carb adjust (in the water)

I did all of the stuff listed except for 6-8 not sure if the adjust was right or not i did replace the floats with the new white ones that came in the kit. I plan on removing the top carb and opening it back up to take a look to se if i have a stuck float or not. i soked and brushed each carb in carb cleaner then used compressed air to blow out the little ports/passages. I have a seloc manual and i followed the directions in it. i will not beable to adust them running in or out of water because i am also trying to figure out what is causing this.....
