Getting ready to put new rings in one cyl (upper port side).

Does the power head have to be removed?
If I don't remove it, can I remove the crank case from the top or is there bolts from the underside that I would have to remove too?

If I do remove the power head, can all the work
(removal) be done from the top?

Sorry, there's no easy way. The powerhead has to be removed, most everything stripped off it, and then the crankcase split from the cylinder block. It's a major job. Also you need a manual for the torque and clearances specs, if nothing else.

Compression readings?? Why are you planning on doing this?

compression is 90, 90, 60 and 90.

The cylinder measures 3.5 but compression is 60. Piston is loose inside cylinder (suspect stuck ring/s)

Have you tried to loosen em up with a decarb....if the rings are stuck all the way around then you might get away with a good decarb...thats loosen up the rings and that will in turn "tighten" the piston in the bore...its at least worth a try before you tear into the engine.

Try removing the intake port cover on the cylinder in question to get a better view of the rings and see exactly what is going on... If the piston is in good shape and the rings are just stuck, then the decarb MAY do the trick. If the piston shows any scoring or excessive wear, then a complete teardown is the next step...

i try a decarb with seafoam. take a portable fuel can with about 1.5 gallons gas oil mix. put some straight seafoam in a spray bottle, the rest in the gas/oil mix. remove the air sliencer in front of the carbs. start the engine(or muffs) using the portable tank, let it warm up, now spray the seafoam into the carbs, until it almost stalls. it's going to smoke really bad, then keep it up until the smoke stops. here's a link
