2003 evinrude 30hp 4 stroke

hey guys any help would be greatly appreciated.

first my engines take a while to start, if i choke it and use the warm up lever it takes about 20 cranks before it starts. my uncle was saying maybe we need to open up the jet in the carb, but its not adjustable bc of the emissions standards. Once it gets warm the engines start right up. What could i do to make it start like every crank? the battery is strong, the gas is flowing, new spark plugs, and it sounds strong but it doesnt start. dont know why.

One side engine when it starts warm or cold starts with a lot of vibrations, what could that be?

one more question.
on the controls where you make the engines go to neutral or into gear, when i make it go into gear nothing happens until i push the levers almost all the way down then its real sensitive and the engines speed up or slow down with a tap to the lever, how do i make it less sensitive and make it start speeding up right from when i go into gear then make it speed up slowly until ful blast with the lever all the way down?

don't know much about the 4 strokes, but it sounds like a linkage problem,, is the cable moving the engine end.
