johmson 50 hp flooding

i have a 1971 50hp johnson outboard engine. the problem i am having is that the top carburetor keeps flooding. i have taken it apart and cleaned it thouroghly and have put in a kit. when i turn it upside down and blow into the fuel inlet the float and needle valve appear to work just fine. but when i squeeze the primer bulb fuel shoots out of the tube and into the throat of the carburetor. the primer bulb never gets hard. any help or advice would be greatly appriecated.

whe turn up side down is the center line of the float in line with the base of the carb? what's happen is when right side up the needle is not sealing.

Replace the needle and seat. Blowing tells you nothing. Also, check to be sure the carb's bowl vent isn't plugged. Some geniuses will plug the vent in an attempt to stop overflowing, but that only makes things worse.
