1982 9.9 carburetor rebuild

Hello I rebuilt my 9.9 carburetor replaced all parts and cleaned it out. I soaked it in lacquer thinner and blew it out and I do believe its not clogged. Hears the problem It will start right up and idle accelerate a little rough, but the choke has to be on for it to run.I have also set the needle 3/4 turn and played with it but always going back to about 1 turn out . Prior to that it was flooding after i rebuilt it , So I tried to set the float parallel to the crab body as per instructions . I have changed the float level a few times wih this being the best results Any ideas ? Thanks Rusty

did you total disasemble, jets and all. take a small wire and run thur them. it's not getting enough fuel, air leak in fuel line, tank vent open,weak fuel pump.
