Not familiar with the specific model, but if it's got a trim tab there's one more bolt under there.

Okay, so I looked up the parts diagram, and assuming it's really a J25ECDR there's only 5 bolts and no trim tab. Did you remove the shift linkage?

I have the 88 version of that motor.....I looked at the evinrude site and the diagram looks pretty similar to mine.

There should be 4 bolts and a nut that have to be removed. Before they can be removed though, the shift coupler needs to be taken apart, otherwise the lower unit will just drop an inch or so and then not budge. To get to the coupler remove the intake screens. Behind them you will see the coupler assy......its the lower shift rod, and upper shift rod "joined" by two interlocking nuts and two nylon shift shaft keepers that keep the shift shafts from sliding out of the coupling.

You will need two cresent wrenches to loosen the interlocking nuts. The upper nut has to come off so that you can slide the lower unit off, since the nut cant fit through the pump housing. CAREFULLY (I broke mine and had to wait a week to get the part ordered) remove the upper nylon brushing with a small needlenose and the nut will fall off.

Now you can remove the nut and take out the 4 lower unit housing bolts. The lower unit should now drop completely.

The stud that the nut came off of gets corroded into the upper housing and can be a real buggar to get out. Especially in salt water. Heat helps. Banging with a 2x6 won't. If it is a salt-water motor, it takes a lot of hot heat, as in acetylene torch, and wedging. The burnt paint and jimmy marks in the area on my motor bears witness.

Luckily I didnt have that problem with my stud, but I would most definately coat all the bolts and that stud with a little gasket sealer to keep them from seizing and to make the next time you remove them a little easier.
