1994 Merc Alpha One 3.0 won't start

The choke plate isn't opening on my 3.0 merc. I can get the engine to start if I remove the air cleaner and stick a screwdriver in the carb opening to hold the choke plate open. After 20 seconds I can pull the screwdriver out and the boat continues to run just fine. The plate isn't stuck and the choke spring isn't broke. The temperature when I do this is mid 40's. The boat is normally only used if its more than 70 degrees outside.

Your alternator isn't charging. The choke pulloff is heated by juice from the alternator.

Or it`s not adjusted properly. should have 3 screws on the side, loosen them and rotate the housing to open the plate a little.

That is how OMC (and now Volvo) does is, from the AC Tap on the alternator. Merc, on the other hand, uses current from the purple ignition wire.
The choke is probably adjusted too tight and after 20 seconds opens enough so it will run ok.
