mercruiser 3.0 no spark

no spark at plug, here's what I have done
1.checked voltage at + coil got 12 volts
2. checked voltage at - coil, got 12 volts
3.pulled coil wire off and got 12 volts at distibutor end of wire
4. checked voltage at points, got 12 volts
5. checked spark at points with screwdriver, sparks were found but not all the time just when you move the screwdriver around.
6.with cap off checked the coil wire under the cap, got 12 volts
all of these checks is with ignition on......
7. waited until dark checked the spark at the points, inconsistent
8. put a wire to + on battery and hooked to + of coil turned key and had spark at points but no spark at the plug...
9.changed points,condencer and button all new, still no spark at the plug


what else can I do or check I JUST DON'T KNOW WHAT ELSE TO DO!!!!!!
the only thing I don't kn ow to do is how do I set the dwell on points without a dwell meter will tha taffect my spark?? please help I'm stuck

With the dist cap off is the shaft turning. I had a problem years ago with my car. The gear had let go and the shaft was not turning. Don't know what inboards use for a gear, my car engine was plastic.
