OMC 4.3 won't start

Running into 2-3 issues with an OMC 4.3 I/O (1987) with about 220 hours on it.
(1) After running for about 2-3 hours with a few starts/stops, the engine completely shut down when setting the drive into neutral - rough idle, then shut off completely. Yes, plenty of gas in the tank.
(2) When trying to re-start, the engine would turn over once or twice, but would never catch. Gas is getting into the carb (2bbl.). I let the engine cool completely down, but still no luck.
(3) Now, the engine will not turn over at all. When turning the ignition, you can hear the solenoid click, but the starter does not turn.
The battery is about 2 years old, and has enough juice to run the blower, trim, bilge, etc.

:( Need help desperately! New to boating, and bought a used boat - luckily with the shop manual!

Check the battery voltage, should be 12+ volts. If it has 12+ volts, try turning the motor by hand/wrench. If the engine turns without a problem try cranking again while watching volt meter (hand held meter connected to battery), should maintain 10+ volts. If you can't turn the engine by hand, pull all the plugs and then try turning again. There may be water in 1 or more cylinders. If there is water, get out all you can and put some oil in the cylinders to help stop rust.

It could be as simple as a starter problem

Ahh by jiminy make it simple, grab hold of the plug wire and turn her over if it bite's you ........ well you a gas problem...:D
