Johnson 70HP 1996 Runs rough

I am having a problem with a Johnson 70HP 1996, the motor runs rough and the timing appears to be jumping about 10 deg. I have indexed the flywheel and with a timing light it appears that two cylinders are sparking at the same time.
I have replaced the powerpack and the timing plate, the problem has not improved. I have also tried running with the SLOW disconnected, still no better.
Aby suggestions?

some one just had the same problem, and i don't remember the fix. will look for it.
