Initial answer is yes it will.
Properly propped, trimmed and motor height set correctly you should be on the good side of 25mph but that is just my guesstimate. There are some real experts out here that will give you a more educated opinion.

i have a 1979 winner boat that is 16' 4" long, and its not a light boat by any means...lol. it has a 70 on it and on calm waters with just 2 people onboard, it does about 35 mph... even if yours only does 25-30, thats still getting across the water at a good rate.

NADA weight is dry hull weight only. Add for rigging, consoles, motor, fuel, batteries, electronics, gear, beer, women. not familiar with the "polar" is that a deep V? how close to max hp rating are you? And what year motor? at some point they started measuring hp at the propshaft - I get a little better than 35 with just me in a 15' tri-hull, with 70hp measured at the crank. A pad-v I would expect to do better, a deep-v maybe not so much.

70 horse should rock that little boat. I have a 82 70 horse johnson on a 24'x102"
Xpress jonboat with a "ton" of gear, built in bait tanks, built in side benches and an aluminum floor and it is one of the most fun boats I have ever owned. I get 36 mph, plenty fast for a flat bottom boat.:)

I get about 39-40mph out of a 18' fiberglass sea ray deep V that weighs over 2300lb (sans engine) with 140hp, I would expect that 70hp for ~1500lb would give you decent speed.

70hp will move it fine.
flat bottom boats like that plane very easily.
It may not be a rocket with 5 of your 250+lb football player buddies with you but a normal load it should skim well.

Flats boats are made to run shallow and plane out fast. So your hole shot should be fine. Being a flat bottom, with the 70 you should see 35 easily. You should enjoy that combination.

Once you get it and get some performance numbers, come back on here and let's talk about where you are, where you can probably go, where you want to go, and how much money do you have.....Grin
