Heres the pics, think I need more than a head gasket. The cylinder below it looks good. Could this have anything to do with the previous owner pulling the fuel line and letting it run out of gas before he left the lake, seeing how it is the upper cylinder and the upper carb would run out first?
Could be, but since the upper cylinder is fairly free of carbon now, I would suspect it's been starving even in the water. You can probably find crud in the carb or maybe a mis-adjusted float.

The damage was caused by something metal, probably a broken piston ring. It rattled around in there for quite a while before probably going out the exhaust port. The rings catch on the ports sometimes, usually because they are loaded with carbon.

The water deflector at #4 is in the wrong position, and that did not help either. Depending on the condition of the #2 cylinder, you could rebuild the powerhead or look for a good one. If you take the bypass cover off the side of #2, you can take a look at part of the rings through the ports.

You can get an idea of powerhead costs from the ones they sell here. Whatever you do, it is not practical to exceed the market value of a complete replacement motor of that period.

as it is it's a parts motor. you can put a good power head on it or rebuild.

That is a possibility, especially if the plugs were too long. It is amazing that it could all happen without the former owner knowing it.
