help identifying "spare" bolt from mercruiser

Hi Guys
We have a 2006 mercruiser v6 220 mpi with FWC.
It appears that a bolt with a unique looking clip/washer has come off something (ie. engine, trim pump or transom assembly), and ended up in the bilge:(. We were hoping someone might recognise it and help us solve the mystery of its intended location and purpose in life.

The spanner size for the bolt head appears to be somewhere around 30mm, or close to 1 and 1/8 inch.
It is at my brothers place, so i have not had a chance to see it or look for its correct location, but anyone with ideas on where to look, please post up.

That bolt attaches the steering cylinder to the transom shield. There should be two, one goes in from below and one from above.

It looks like that bolt has a locking washer. When you install it, bend the tabs and it won't fall out again. You should also do the same with the other bolt.
