'00 Explorer 4.0L OHV. Fuel pump pressure 65 lbs key on engine off 65 lbs engine idling. Is this a problem? Too high? Thanks.

65 lbs with the key off is right. I don't have the specs for engine running pressure but if vacuum is available at the fuel pressure regulator port the pressure should drop. I would expect to see a 5-8 lb drop while idling. Check the vacuum hose to the regulator for fuel contamination with the engine off, and vacuum present when running.

Every EFI ford I've worked on (except the 4.9L 300 Inline six) should have 39psi +/- 1psi at idle with the vacuum line removed.
