Bolt outboard into transom?

My merc 50hp has 2 clamps plus 4 holes that look like they should be bolted into the transom......is this necessary...to be bolted that is?

Unless you plan to remove the engine periodically use the bolts.

Not only safer, but MUCH harder to steal.
