Back when I was in college I worked sometimes for a landlord who was a pretty good guy. Whenever he got a bad deadbeat tenant and couldn't legally remove them, he would send us over when the tenant was out and we would remove the doors. They never stayed more than one night with no doors on the place (hint, hint, hint). Maybe the 80-year-old, self-appointed code officer has faulty doors?

I had a similar problem when I lived in the city, getting flagged for extra cars in the driveway and not keeping my landscaping up to city specs. I sold the house and moved to the country, where I can keep as many cars and boats as I want, and my grass is mowed by my sheep.

Friends of mine in the city who are contractors had similar problems with the ordinance that you can't park commercial vehicles at your house. Once of them had a menatlly ill crazy neighbor who did the same thing as your 80 year old man. It got to the point where she was following this guy to his job sites and trespassing and calling the city to complain about his contractor's trucks being parked at the job site. They finally got the city off their case and actually the cops finally told the crazy lady that she had to stop or be charged with stalking and harassment, but it took a while and a lot of hassle. They are now looking for a commerically zoned lot to park equipment on.

There may be other forces at play than the old man though. In my situation, it was the city trying to clean up the neighborhood so that it could be gentrified and redeveloped. The city insisted that it was only there because of citizen complaints, but I drove around the neighborhood and saw tags on lots of lawns and parked cars for many many blocks around. They were just lying to me; I'm sure that the city did it on their own.

Same reason I moved out to the country. You can do what you want with your property. Plus you are allowed to shoot guns out here. Every now and then we have a problem with tweakers breaking in to sheds and barns and stealing stuff for drug money. I've only had a problem once. I went outside and fired in the guys vicinity (really no where near him, but he didn't know that). If I would have done that in the city, I would have probably been thrown in jail. As far as the old fart in your neighborhood that has decided to be a tattle-tale, I would say that it is time to make his life miserable. Report him for any violations he has. If he doesn't have any, create some for him. I would be dumping junk in his yard any chance I got. Not to mention him and I would probably have a little face-to-face talk as well...

The old guy with the problem has a house that's near spotless, only one new car in the drive, no shrubs or trees, just a bare sodded lawn with a bird bath. He lays outside on his driveway to all hours. He won't talk to anyone, has no friends around here, never has for the same type of behavior. He has two kids both of which were about my age while I was growing up, they also didn't associate with anyone else. The one was a belligerent #$@*%.
I can't figure what his problem is, he's even caused trouble with his immediate neighbors over parked cars and a couple boats. The city is just as much to blame, regardless of a complaint, they should be able to see that there are no illegal vehicles here. They are the ones that sent the letter complaining about parking on my grass and having unregistered vehicles. As far as the garden tractor, I can't imagine that there's any ordinance against those, and if they are considering it an unregistered motor vehicle, then I want to know how I can register it for road use.

Sounds like the city father's are trying to run you out of town. With property taxes that high, I think I would be looking for a new place to live.
As for people looking around in your yard, new technology has made that very easy. Get on the computer and type in "GOOGLE EARTH" and start zooming in on your neighbors fenced back yard. Nothing is private anymore.

Couldn't the whole neighbor hood throw a big block party(on his block:D) and sign a petition to take to a council meeting and have every one show up to tell their tax paying sides of the story about all vehicles and boats are in good working cond.and take pictured to show them that there is nothing wrong with the way everything is set up and stored at your home.
