Hi, i have old engine sovereign gale 40HP 1963, and i have 2 question, it is normal that engine head run hot?? we cannot touch by hand, i change the impeller and i mix oil gaz 25:1, and they other question, the engine start fine low idle ran good but at hight speed its take long to take is gaz and it run like 20 hp engine i check compression 90PSI each, new plug champion J4C and the boat its 14' fiber.

For my self i think it need new carb. gascket kit, but not sure if its they only problem, someone can help me with this engine!!.

It is NOT normal for it to run that hot. That must be fixed before going any further. Don't run it any more till it is fixed.

You may have already damaged the engine by running it hot.

It could also be running on one cylinder. Bad coils are common on those old motors.

There may be a thermostat in a little cover on the head.It could be bad.
Check that the water intake is clear.
Sometimes pieces of the old impeller get stuck in the passages.
Does water come out of the relief port about 1/3 of the way down the leg.
Sometimes new impellers fail.

no new empeller run great 1/3 of water exit the exaust and the water is hot so i think its mean that it goes on the engine but on the cover head plate they have 2 place to put thermostat but no one have it||

No thermostat on a Gale 40. Never was.

Sure you have water going through and it is doing it's job as proved by the fact that the water comes out hot. But there is not ENOUGH water going through. Water pump is worn out, probably including the aluminum pump housing. Put in a whole new pump kit from a Johnson or Evinrude dealer. Includes the impeller, plate, housing, seals and screws. Then if it still overheats you can look for something more exotic. But always start with a new pump before digging into something else.

new pump and housing are install on it and the water exit with enouth pressure on the exaust exit do you think i have to remove the plate on the side of the cylinder to see if something blok on it???

To clearify the head temperature it should be too hot to hold your hand on but not so hot it burns you.
If there is a cover for a thermostat check under for corrosion.
Are you running the motor on muffs or on the water or in a tank?
I don't trust the muffs.In a barrel or tank with the water as high as it would be in the water I think is best if you can't run it on the water.
If all else fails remove the head and exhaust cover and check for corrosion.
If it is running hot that might be causing the sluggish performance though performance would get worse the more you run it and things would smell hot.
