Need Help with Power Tilt & Trim

When I press the Tilt & Trim switch it just clicks with the up and down. After playing with it a while it will eventually start to work again. I just replaced both soleniods on the tilt & trim moter this morning and cleaned the connections. Im not sure what else to try or check. Could it be that the motor is low on fluid/oil?

Oh Sorry forgot that part. 1987 Mercruiser 3.0 135 hp Alpha 1 out drive
