rpm at idle

what should the rpms be at when engine is a a idle?
i get it to about 1,000 before it stalls. should it be lower?

650-750 in gear, on the water, would not be out of the ordinary, depending on which engine you have...

so i should set low speed while it is in gear and not in nuetral

Yes. Set it to specs while on the water, in gear and underway (Not tied to the dock)....
