Got a 40 hp 2 stroke, it is a 2001 model that has not got 10 hours on it, bought it with tracker boat for a super deal, went to start it and it started just fine but no water came out of the top hole, we had it in a large tub of water, is the pump shot or is there a thermostat that we did not let engine warm up enough

Could just be mud daubers have taken up residence in the line. Run a piece of heavy plastic line like used on a weed wacker down it.You should be able to clear the obstruction if thats what it is. If the motor has sat for several years check the FAQs for "awakening a sleeping motor". Lots of good advice there.

thanks for the tip, I assume that you mean running a string down from the outlet hole at top of engine

That would work. When I get them I just start the motor with muffs and start jabbing the string in the outlet and let the water wash it out.

Since the motor is new to you, it is time to put a new water pump impeller in.
Doesn't matter how few hours are on the motor. Impellers can fail quickly if run out of water or through a sand bar.
