compression?

hello,
i have a 1938 Elto 1.1hp that i have been working on, it has good spark and i have cleaned the carb and fuel tank. the issue that i am currently having is i don't seem to be drawing fuel into the combustion chamber. i have sprayed WD-40 in through the spark plug hole after which the engine will fire and pop a couple times, but without the WD-40 i do not get any smoke or ignition. i also have notice that when the WD-40 is first injected the motor gets stiffer until the cylinder cycles once. i am wondering if because the motor has not been run for so long that the cylinder walls may have become pitted and there isn't enough compression to draw fuel into the combustion chamber. is this the case, or am i missing something else? also does anyone know how many turns out the jet on the carb should be and where the timing should be set for starting the motor? on a seperate note does anyone know how to service the lower unit?
