First I'd get rid of the ex-gas that's in it.
Then, I'd pull the drive, lube splines, check gimble bearing, check the ujoints, check the bellows, turn drive over by hand to see if it's free, and put a new impeller in it.
Those are great suggestions, however I just want to make sure she fires up before investing any money and time into her.

Would changing the plugs, oil, and gear lube be sufficient for getting her started and running to check for other problems? I am not sure what kind of condition the carbs are in..probably a little gunked up..do you think some starter fluid would be a good work around to fire her up? Do I need to clean the carbs first? I wish I had the money to send her to the shop and get a full make-over, since I have very little experience, but the funds are low and this is just a project for me...
I looked at the intake and it seems solid. Also, it looks like the boat has not been used that much or that whoever had it tood very good care of it. I did notice a very small about of oil and water mix underneath the engine. Not sure if it was spilled while draining or filling. Looks like the heads are good, no oil leaking around them.
Here are my question again:
