1971 Rude' 60 fuel pump?

I seem to be getting way to much fuel? If I pinch off the fuel line (lowering fuel rate) seems to run good. Can a outboard fuel pump pump to much fuel?

Motor has great compression and new ignition. fairly sure spark is good.

Can it pump too much fuel? Well the carburetor float valves can fail to shut off the flow of fuel when the carb is full. I guess you could call that too much fuel, but it isn't the pump's fault.

Another thing the pump can do is leak fuel through the diaphragm. Remove the pump from the motor or remove the pulse line, whichever is applicable on that one, and squeeze the bulb. If gas squirts out the pulse line hole, the diaphragm is ruptured.

The floats are working correctly. I checked them, will the diaphram cause fuel to be forced into the carbs? acting like a stuck needle and seat?

A diaphragm leak will inject fuel directly into the cylinder without going thru the carbs.

Really, Very interesting! Thanks for your help! Looks like the OE fuel pump. I will check for a diaphram leak like you suggested.
