2000 Mercury 175 efi starting problem

I had my oil pump disconnected by the dealer and they also put in a water pump and new plugs. Now 4 months later the motor will not start. I can not swear that it ran since I picked up from dealer because I didn't test it (stupid). I can tell that the fuel pump is coming off for about 20 sec. and it is getting to the filter and appears that it is getting to the fuel rail but no injection. The engine turns and the plugs are sparking like they should so I am stumped. Please don't tell me that the computer has dumped.

The EFI motors will not start if turning to slow. Is the battery charged up?
DO you have spark? Safety lanyard in place?

Yes batteries are charged, it is firing and the safety lanyard is connected correctly.

Does this sound like a ECU or other electrical related problem?

could be plugged injector filters or a fuel rail pressure proble. what is rail pressure? you can also try to squirt a bit of premixed fuel into the intake, if it runs briefly you will know its fuel
the EFI tester from mercury can test the injector firing as well as the injector commands from the ECU.
