Being an old seahorse myself, I thought I might answer this post.
The firing order is easy, 1 2 3 4.
The timing is set first by the marks lined up with the flywheel and crankcase, the the distributor or magneto pulley notch or color and the bracket mark or the safety switch. You will need a service manual for the exact markings on the engine, as they varied with the models and years.
The proper adjustment and synchronization between the throttle, carb, and spark adv linkage took care of the engine timing.
