Looks like it pops over a stainless bow or stern rail to hold something.

It's actually for my Ice Shanty... It goes inside a 7/8 (19mm pole) and clips over another 7/8 pole.....

I'm sorry I posted it here but a few people told me that they were sure they were used on boats...

i believe you could take a bimini top part and alter it to make one.

When I first saw your pic I thought maybe it was off of one of those EZ up tents.
Your best bet will be to call the manufacturer, chances are they are having those molded just for that application. If you do get in touch with someone, make sure to get plenty of spares. Using plastic like that in a cold environment can't be good.
Other than that, I'd try to make something out of metal that will do the trick?

Actually it looks like something that would be fairly easy to make out of a block of nylon, delron, or uhmw with a 7/8 drill and a band saw.

i think you will be better with the ones that slip over, much easier to install.
