I recently purchased an 06 Bayliner with trailer. Both were registered in North Carolina by the previous owner. My question is...What do I need to do to be legal? I am under the impression I need to take the title, bill of sale (notarized), and a small amount of cash to any wildlife office. Does this sound right for North Carolina? Thanks for any advice.

Try and find the website for their Department of Natural Resources and it should tell you. Here in GA, there are no titles for boats and PWC. A bill of sale and cash is all that is needed. If you dont have a bill of sale, they will even provide an affidavit stating you don't have one and except that its crazy.

For the trailer you will need a notorized title and bill of sale. You take that to the DMV Tag agency. You will pay the fees for the tag plus the sales tax on the book value of the trailer.
For the boat you can register it by mail. You need a bill of sale.a copy of of the previous owners registration card that is signed over to you.
The registration number on the boat will not change.Boats over a certain size get titled now also.New NC law
