Starter / Solenoid trouble

Hello All, Having trouble with starter or solenoid. Replaced solenoid, got fluttering click sound with no action from starter. Starter bench test confirmed bendix gear popped up but dropped down.

Cleaned battery connections, re-installed starter, and bendix gear just spins without engaging flywheel. Still get fluttering sound but cant tell if its from gear spinning or solenoid. Also getting smoke from solenoid area after a few attempts at starting. When jumping starter from battery the starter does same as above. All connections inside elec. box look pristine. 1990 4cyl. 40HP Merc

You need to hook a voltmeter between the battery connections at the battery and engage the starter if the voltage drops below 10 volts charge the battery and retest if it stays at 12 volts you have a bad connection or wire, then go to the input side of the soliniod and engage the starter if the voltage drop below 10 volts disconnect the starter at the starter and engage the starter if the if the voltage drops you have a shorted solinoid, if it stays up hook the starter back up and engage it if it drops below 10 volts replace the starter.
