79 9.9 johnson idle problems

My motor runs and starts great at high speeds. At idle it sputters and quits. I replaced the fuel pump, rebuilt the carb, and used different settings with the slow speed needle. I can see the carb is still getting fuel when it dies through the clear fuel line. The RPMs may possibly be too low? The cam is in the proper alignment according to the service manual. What else could be the problem?

Tasha, thank you for the reply. I already tried what you suggested, tried it again, and still no luck. Fuel pump was replaced and the carburator was rebuilt (engine ran the same before and after rebuild and slow speed jets are open and fuel flows through them as it is meant to). Is there anything that could be causing this that is not the carburator or the fuel pump?

link and sinc. low compression. weak spark.

Thank you tasha. I have the service manual for the johnson and I can't find link and sync anywhere. Is there a more technical term for it? If not can you explain what it is and what I need to do to find out if it is a problem?
